- Develop the ends of King Edward and Alexandria Piers for year-round programming.
- Locate a centre for major international trade fairs and other major facilities on the harbourfront.
- Encourage greater co-ordination in programming and promotional activities for the Old Port, Lachine Canal and Jean Drapeau Park.
- Promote harmonious coexistence between recreational and tourism activities on Notre-Dame and Sainte-Hélène islands and their roles as parks.
- Modernize the Iberville Maritime Terminal to make it more welcoming in keeping with Montréal's image, and a true tourist attraction.
- Encourage Loto-Québec to continue modernizing the Casino, while linking it with the Old Port by a public transit system.
- Capitalize on the heritage potential of the harbourfront to implement new facilities and/or services.
- Remedy gaps in public transit between the different areas of the harbourfront.
- Give the agencies responsible for recreational and tourism facilities on the harbourfront the budgets they need to fulfil their mandates.
